a 36% drop in a month.\u00a0 Since then, the major market debate has been, will we re-test the bottom &#8211; meaning does the market have to revisit the low of 2180 before rising, or not?\u00a0 If you watch CNBC, most were in the re-test camp.\u00a0 Needless to say, pessimism was high.\u00a0 Tony Dwyer, Chief Market Strategist for Canaccord Genuity, argued that when there is a crash, there are three phases that must occur.\u00a0 The first is the panic &#8211; the 34% drop.\u00a0 Then, there is a multi-week relief rally, which we are in the middle of now.\u00a0 The median bounce off the low is 17%.\u00a0 Then, if certain indicators are hit, you re-test the low.\u00a0 Tony quotes the RSI index, which hits a high of 22 during the week ending March 20, 2020.\u00a0 When this happens, a re-test of the low occurs a median of 28 days after, he notes.\u00a0 Or at least, that has been the historical experience.<\/p>\n<p>On the other side was Thomas Lee of Fundstrat Global Advisors, who argued that the bottom is in.\u00a0 He notes that in 2009, the market rallied 25% off the bottom and then failed.\u00a0 In 1987 and 2002, the market rallied 38% off the bottom and failed.\u00a0 He argues that if we have a 50% rally off the bottom &#8211; or 2793 in the S&amp;P, then we are in a bull market recovery and we will not go back to the bottom at 2180.<\/p>\n<ul>\n<li>He also notes that these moves are. symmetrical, and historically, you recover half the losses in half the time it took the market to fall.\u00a0 So this time, it took a month for the drop to occur, so the 50% bounce off the bottom would occur two weeks after the bottom in late March.<\/li>\n<li>Furthermore, he observes that stocks bottom before jobless claims peak.\u00a0 In 2002, it was 6 weeks. and in 2009 it was three weeks.\u00a0 So if jobless claims peak within the next month, then the recent bottom could be the only market bottom.<\/li>\n<li>Lastly, GDP usually takes a year to recover, but the stocks rebound well before GDP recovers.<\/li>\n<\/ul>\n<p>Who will be right?\u00a0 Impossible to be sure, of course, but let&#8217;s look at. a few more details.<\/p>\n<ul>\n<li>Ostensibly, the rally started because many money managers had to re-balance at the end of March.\u00a0 So that was the short-term catalyst.<\/li>\n<li>Since the bottom, corona virus cases do seem to be peaking, and as the say, the curve seems to be flattening.\u00a0 And officials are starting to talk about how to re-open the economy.<\/li>\n<li>The government has acted, providing a $2.2 trillion stimulus and relief package, and there is a second round pending.<\/li>\n<li>The Fed stabilized the bond market, promising to buy the bonds of troubled companies and municipalities.<\/li>\n<li>There may be a short term halt to the drop in oil prices with a deal between the Russians and Saudi Arabia.<\/li>\n<li>More technicians are coming out supporting Tom&#8217;s thesis.\u00a0 In particular, they note that in all the recessions since the 1920s, none have re-tested the lows after a 50% bounce.\u00a0 This includes 1962, 1970, and 2008.<\/li>\n<\/ul>\n<p>Where do I fall in this mix?\u00a0 I look at it this way.\u00a0 The market always has a &#8220;base case&#8221; its head, though unfortunately, we can only guess what that base case is.\u00a0 And keep in mind, the market is forward looking.\u00a0 Two weeks ago, everyone was very negative.\u00a0 But, many, including the often quoted Governor Mario Cuomo of New York, were predicting that corona cases would peak in mid-April.\u00a0 So I think the market rallied in anticipation of this hope.\u00a0 Interestingly, even during the first 10 days of April, the market rallied even though the corona numbers were getting worse.\u00a0 So the only explanation is, the market was rallying on the hope of better days.<\/p>\n<p>Also, notice in the charts that the market first rallied to between 23% and 38.2% in early April.\u00a0 This is the potential failure range quoted by Tom Lee.\u00a0 The market stayed in this range for a short while, and then broke to the upside.\u00a0 I believe this is because of the government stimulus and Fed action, giving investors confidence that government will do whatever it takes to get through this crisis.<\/p>\n<p>So far, it does look like Tom Lee is right.\u00a0 But, we are already at the 50% bounce level, so where to from here?\u00a0 Even though the bottom may be in, we may still dip from here.\u00a0 Consider the possibility that in the next month or two, things might be worse than what the market expects.\u00a0 We may get a second wave of corona cases, earnings may still be terrible, and the most significant factor, I think &#8211; the recovery could take longer than expected.\u00a0 We could still dip or see volatility in the near future, since we are still far from a vaccine or a successful treatment for corona.<\/p>\n<p>I think, most likely, we will trade in a range for the near future.\u00a0 Taking a look at the charts, I&#8217;d estimate the range 2640 &#8211;
